  18. Fresh, reliable information is the measure of an intelligence
  19. czar. But new CIA director ROBERT GATES has noted that whenever
  20. something big happens, everybody from the President on down
  21. turns to CNN for up-to-the-minute reports. Gates is considering
  22. going CNN one better by creating his own private news program.
  23. Available on an encrypted computer system, the central
  24. intelligence network would distribute instant analysis and
  25. scoops to about 200 top Administration officials. Film at 11.
